Where is a good place to buy betta fish? Can you keep a betta fish in a 3 gal tank with filter?

I love betta fish and I cant stand petsmart fish being ugly but i feel so bad for them being cooped up in small cups. Many people keep them in 1 gallon tanks but i already know you should keep them in big tanks.
